At 11:00 a.m. today, Bagyong Quiel has intensified further and increases its threat to Northern Luzon.

Bagyong Quiel is estimated based on satellite and surface data at 640 kms East of Tuguegarao City (17.4°N, 128.5°E) with maximum sustained winds of 140 kph near the center and gustiness of up to 170 kph and is moving West at 22 kph.
